cheapest but also safe way to get from albania to montenegro

It depends where in each country you are travelling from and to.





You can use the extensive network of very cheap furgons to get to Shkodra (on the Albanian side of the border) and then take one of the two minibuses that go to Ulcinj in Montenegro from there. I think the first leaves at 9am and there is also one in the afternoon at aobut 3pm (but you should check). The minibuses leave from the travel agent near the Hotel Rozafa in Shkodra.





If you ask the driver when booking your ticket on the minibus, you should be able to get dropped off at the main bus staiton in Ulcinj. From there you can get almost hourly and very reasonably priced buses down the Montenegrin coast in peak season. The minibus from Shkodra to Ulcinj takes between an hour and up to two hours depending upon the border crossing.
