If it not too late. Here is one of the cheapest and safest option. You need to get a bus to Ulcin (in Montenegro). Form there are many buses going to Skodra (Albania). Then From Skodra to Tirana.

There are no buses from Podgorica to Albania (or even to boarder at all and you can end up taking taxis which can be at list 25 eurous to boarder and then it will depend how lucky you are because there are not any regular taxis or buses in that area (but I would say minimun the same money to get to nearliest town where you can get bus to Tirana.

If you on a budget I would recommend the firts option because ot safer. Have a nice trip

if it is not too late, you get a bus from Ulcinj or a taxi, cost you 20 Euros. Busses are fine and frequent, it will not take you more than one hour, depending on the border crossing.

Have a great holiday,

Sasha
